HR&Admin Manager [National candidates only]
Business Registration & Licensing Support
• Support ownership and legal/tax advisors with company registration, business licensing, and tourism/hotel operating license applications with relevant Cambodian authorities.
• Coordinate the preparation and submission of documentation for statutory registrations, including NSSF, tax registration (patent tax, VAT), and other required government filings.
• Track licensing renewal timelines and ensure all business and employment-related permits remain valid and compliant throughout pre-opening and operations.
• Liaise with government ministries and local authorities (Ministry of Labor, Ministry of Tourism, Ministry of Commerce, General Department of Taxation, etc.) on registration, licensing, and compliance matters.
• Coordinate work permits and visa processes for foreign hires and management staff.
Pre-Opening Strategy & Brand Setup
• Develop the pre-opening manning guide, organizational chart, and staffing budget in coordination with the General Manager and department heads.
• Lead the mass recruitment campaign to fill all pre-opening positions within the project timeline.
• Develop HR policies, employee handbook, and Standard Operating Procedures (SOPs) in compliance with Wyndham Garden brand standards and the Property Improvement Plan (PIP).
• Set up HR systems and administration: payroll, attendance/time-and-attendance systems, personnel filing, and HRIS as applicable.
• Coordinate pre-opening brand training programs and onboarding schedules with Wyndham's training resources.
Recruitment & Talent Management
• Manage end-to-end recruitment for all departments, from job posting and screening to interviews and offer negotiation.
• Coordinate with department heads to ensure timely, quality hiring aligned with brand and role requirements.
• Build a talent pipeline and maintain relationships with recruitment agencies, training institutes, and universities in Cambodia.
• Oversee onboarding and orientation programs to ensure new hires are aligned with brand culture and service standards from day one.
Compensation, Benefits & Payroll
• Administer payroll, compensation structures, and employee benefits in compliance with Cambodian labor law and company policy.
• Benchmark salary and benefits against the local hospitality market to support competitive hiring and retention.
• Manage staff insurance, NSSF registration, and other statutory benefit requirements.
Employee Relations & Compliance
• Ensure full compliance with Cambodian Labor Law, work permits, and other statutory employment requirements.
• Manage employee relations matters, disciplinary processes, and grievance handling in a fair and legally compliant manner.
• Maintain accurate and confidential personnel records and documentation.
• Liaise with government authorities on employment-related matters.
Training & Development
• Coordinate brand-mandated training programs and track completion of Wyndham certification requirements for relevant roles.
• Develop and implement an annual training calendar covering service standards, compliance, and leadership development.
• Support department heads in identifying training needs and closing skill gaps ahead of and after opening.
Administration & Employee Welfare
• Oversee general administration functions, including staff accommodation/transport (if applicable), uniforms, and office management.
• Plan employee engagement activities, welfare programs, and recognition initiatives to support a positive workplace culture.
• Manage the HR & Admin department budget and monitor cost efficiency.

• Minimum 6–8 years of progressive HR & Admin experience in hospitality, including at least 2–3 years in an HR Manager or equivalent leadership role.
• Experience with an international hotel brand preferred; familiarity with Wyndham brand HR standards is an advantage.
• Prior pre-opening hotel experience strongly preferred, with demonstrated ability to lead mass recruitment and HR set-up from scratch.
• Hands-on experience with Cambodian business registration, licensing, or company set-up processes strongly preferred.
• Strong working knowledge of Cambodian Labor Law and statutory employment compliance.
• In-depth knowledge of HR policy development, payroll administration, and Cambodian labor regulations.
• Working knowledge of Cambodian business registration, licensing, and tax compliance procedures.
• Strong recruitment and talent acquisition skills, with the ability to manage high-volume hiring under time pressure.
• Excellent interpersonal, negotiation, and conflict-resolution skills.
• Sound understanding of training coordination and brand certification programs.
• Proficiency in HRIS/payroll systems and MS Office.
• Fluent in English and Khmer (required, spoken and written).
• Additional languages (Chinese, French, or other) an advantage given Cambodia's international workforce and investor base.
