Road Quantity Surveyor & Cost Estimator
Job Summary
The Road Quantity Surveyor & Cost Estimator is responsible for reviewing tender drawings,
specifications and construction requirements to prepare accurate quantity take-offs,
BoQs, cost estimates, unit-rate analyses and tender prices for road construction projects.
The position helps ensure that tender prices are complete, realistic, competitive and
profitable by confirming that all required works are included, costs are properly estimated
and proposed productivity rates are achievable.
* Key Responsibilities:
• Review tender documents, drawings, BoQs, specifications and contract
requirements to identify quantity discrepancies, missing or unclear items, potential
cost risks and required tender clarifications.
• Prepare and verify quantity take-offs and BoQs for road construction works and
maintain clear supporting calculations and records.
• Prepare detailed unit-rate analyses and cost build-ups covering materials, labor,
equipment, transportation, productivity, overhead, profit and other related project
costs.
• Coordinate with Procurement to obtain and evaluate supplier and subcontractor
quotations and maintain updated cost information for materials, equipment,
transportation and subcontract works.
• Prepare tender cost summaries, evaluate cost and profitability risks, recommend
appropriate tender prices to Management and support tender price revisions or
negotiations.
• Identify cost-saving and value-engineering opportunities and provide tender
quantities, budgets, rates, quotations, assumptions and key risks to the project
team for awarded projects.
• Coordinate with the Road Technical Engineer, Project Manager, Procurement and
Finance to ensure that cost estimates, construction methods, resources and project
schedules are properly aligned.

• Bachelor's degree in civil engineering, Highway Engineering, Transportation
Engineering, Construction Management, or a closely related field.
• Minimum 5 years of relevant experience in road/infrastructure quantity surveying,
cost estimation, tender preparation, or a related field.
• Demonstrated experience in road earthworks, pavement, drainage, culverts and
associated civil works.
• Practical experience preparing quantity take-offs, BoQs, cost estimates and unitrate analyses for competitive tenders.
• Experience with government, World Bank, ADB, JICA or other donor-funded
infrastructure tenders is an advantage.
Good written and spoken English, with the ability to understand tender documents,
drawings, and technical specifications.
• Strong numerical accuracy and analytical skills, with the ability to work effectively
under tight tender deadlines.
* Working Hour: 8:00AM to 5:00PM
* Technical Skills
• Advanced proficiency in Microsoft Excel.
• Proficiency in AutoCAD, Civil 3D.
• Strong skills in quantity take-off, BoQ preparation, unit-rate analysis, and cost
estimation.
• Ability to read and interpret road drawings, profiles, cross-sections, and technical
specifications.
• Good knowledge of road construction methods, materials, and equipment
productivity.
• Knowledge of Civil 3D, Microsoft Project, or other relevant engineering software is
an advantage
