Road Technical Engineer – Tender & Specifications
Job Summary
The Road Technical Engineer – Tender & Specifications is responsible for reviewing and
interpreting road tender requirements and preparing complete, practical, and compliant
technical submissions. The position prepares technical specifications, construction
methodologies, method statements, compliance documents, QA/QC requirements, and
resource plans to demonstrate how the works will be carried out safely, efficiently, and in
accordance with required quality standards.
* Key Responsibilities:
• Review tender drawings, specifications, technical requirements, site information,
and addenda to identify technical issues, missing information, constructability
concerns, and potential risks, and prepare necessary technical clarifications.
• Prepare and review technical specifications for road construction works, ensuring
consistency with drawings, BoQ, tender requirements, and applicable technical
standards.
• Prepare construction methodologies and method statements for major road works,
including work sequence, materials, equipment, manpower, quality control, safety,
environmental requirements, and acceptance criteria.
• Prepare technical proposals and compliance documents, including construction
approach, QA/QC, HSE, traffic management, risk management, resource plans, and
other tender requirements.
• Coordinate with the Project Manager, Planner, and QS to determine construction
sequence, productivity, equipment, manpower, and material requirements and
recommend practical solutions to constructability issues.
• For awarded projects, hand over tender methodologies, specifications, technical
assumptions, resource requirements, QA/QC requirements, clarifications, and key
technical risks to the project team.

职位要求
• Bachelor's degree in civil engineering, Highway Engineering, Transportation
Engineering, or a closely related field.
• Minimum 5 years of relevant experience in road construction, technical tender
preparation, or a related field.
• Demonstrated experience with road earthworks, pavement, drainage, culverts and
associated civil works.
• Practical experience in preparing construction methodologies, method statements,
technical specifications, compliance documents and technical proposals.
• Experience with government, World Bank, ADB, JICA or other donor-funded
infrastructure tenders is an advantage.
Good written and spoken English, with the ability to understand and prepare
technical tender documents, specifications, and reports.
• Strong analytical and problem-solving skills, with the ability to work effectively under tight tender deadlines.
* Working Hours: 8:00AM to 5:00PM
* Technical Skills
• Proficiency in Microsoft Word, Excel, and PowerPoint.
• Proficiency in AutoCAD.
• Strong knowledge of road construction methods and technical specifications.
• Ability to read and interpret road drawings, profiles, cross-sections, and
structural/drainage drawings.
• Good knowledge of QA/QC requirements, construction planning, and applicable
road construction standards.
• Knowledge of Civil 3D, Microsoft Project, or other relevant engineering software is an advantage.
Engineering, or a closely related field.
• Minimum 5 years of relevant experience in road construction, technical tender
preparation, or a related field.
