  • Develop and maintain the site's regulatory affairs strategy, compliance calendar, and register of applicable licenses, permits, registrations, certificates, approvals, and reporting obligations.
  • Monitor changes in Cambodian laws, regulations, ministry instructions, and relevant international requirements; assess their operational impact and communicate required actions to management and affected departments.
  • Prepare, review, coordinate, and submit accurate regulatory applications, renewals, amendments, notifications, periodic reports, and supporting documents within required timelines.
  • Coordinate CITES-related documentation and regulatory requirements for the lawful acquisition, breeding, holding, transfer, import, and export of nonhuman primates, in collaboration with Export, Veterinary, Operations, and other responsible functions.
  • Act as the primary regulatory liaison with relevant Cambodian ministries, authorities, regulators, and external agencies, while maintaining professional and transparent working relationships.
  • Verify that regulatory commitments, permit conditions, and government approvals are translated into clear operational controls, assigned owners, and documented evidence of completion.
  • Lead regulatory readiness for inspections, audits, and official visits; coordinate requested documents, site responses, interviews, and follow-up actions.
  • Manage regulatory observations, findings, commitments, and corrective and preventive actions; track progress, verify evidence, escalate overdue items, and support timely closure.
  • Review proposed operational changes, new facilities, processes, animal programs, suppliers, and projects to identify required regulatory assessments, approvals, notifications, or permit amendments before implementation.
  • Partner with Veterinary, Animal Welfare, EHS&S, Quality, Export, Operations, Facilities, HR, Finance, and Legal or Compliance teams to maintain alignment with regulatory and company requirements.
  • Support compliance with applicable animal welfare, biosafety, occupational safety, environmental, customs, transportation, and controlled-material requirements within the scope of the role.
  • Maintain complete, current, controlled, and inspection-ready regulatory files, submission histories, official correspondence, approval records, and obligation tracking systems in accordance with document-retention requirements.
  • Review regulatory content in policies, SOPs, work instructions, forms, contracts, and external communications, and recommend updates when requirements change.
  • Provide management with timely regulatory risk assessments, compliance status reports, upcoming deadlines, inspection outcomes, emerging issues, and recommended actions.
  •  Develop and deliver regulatory awareness training for employees and managers, and verify completion of role-specific compliance training where required.
  • Manage the performance and development of assigned employees, including work planning, coaching, objective setting, performance feedback, succession planning, and compliance with company policies.
  • Prepare and manage the department budget and control regulatory fees, consultancy costs, and other approved expenditures.
  • Protect confidential, commercially sensitive, personal, and government-related information handled through the regulatory affairs function.
  • Immediately escalate suspected regulatory breaches, inaccurate submissions, missed deadlines, permit restrictions, or other issues that could affect employees, animals, business continuity, or the company's reputation.   
  • Laison with government matters related to Company project
  • Perform all other related duties as assigned.

Jobs Requirement

  • Education: Bachelor's degree in law, regulatory affairs, veterinary science, animal science, life sciences, environmental science, public administration, or a related field. A master's degree is preferred.
  • Experience: At least 7 years of progressively responsible experience in regulatory affairs, compliance, government relations, quality, legal, veterinary, animal-care, pharmaceutical, life-science, agricultural, or another highly regulated environment, including at least 3 years in a supervisory or management role.
  • An equivalent combination of education, relevant professional training, and experience may be accepted as a satisfactory substitute for the specific requirements listed above.
  • Certification/Licensure: Professional certification in regulatory affairs, compliance, quality management, auditing, CITES, customs, or a related discipline is preferred where available.
  • Other: Strong knowledge of Cambodian regulatory and administrative processes and the ability to interpret legal and technical requirements. Working knowledge of CITES and regulations or standards relevant to nonhuman primates, animal welfare, import/export, biosafety, environmental protection, and occupational safety is strongly preferred. Demonstrated skill in regulatory submissions, inspections, risk assessment, document control, corrective actions, project management, and stakeholder communication. High integrity, sound judgment, attention to detail, and the ability to manage sensitive matters and competing deadlines are essential. Proficiency in Microsoft Office is required. Professional proficiency in Khmer and English is required; Chinese language capability is an advantage.
